Your task here is to write a "promissory abstract" for your term paper. Abstracts are widely used in communicating information to people in an efficient manner, and there are different kinds. You should prepare what is known as a "promissory abstract."
The are like an "executive summary" in that the briefly state what your project or paper or plan or whatever is about. In this case they are your "promise" to deliver the goods -- a paper and a presentation -- along with a brief model/description of what those goods are likely to be.
Maxine Hairston is probably the best at explaining what abstracts are all about, what the different kinds of abstracts do, and specifically what a "promissory abstract" is all about. And how long it should be, what it should look like, and the like.

A "Working Bibliography" is a collection of references that you intend to use to support your project. And it is just that, a "working" document, and working documents change as you proceed with your project. That is you will likely add to and remove items as seems appropriate to the new direction(s) your project takes.
At this point your "Working Bibliography" is likely to be a simple list of sources and resources that you think will be useful In four weeks you will need to submit an "Annotated Bibliography," that is a list of the sources and references that you have decided are directly related to your project, and sources that you will consult and likely use in your final term paper and presentation. "Annotated Bibliographies" are just that, "annotated" -- that is accompanies with notes summaries of how and why they might be useful for your project.
