A "Working Bibliography" is a collection of references that you intend to use to support your project. And it is just that, a "working" document, and working documents change as you proceed with your project. That is you will likely add to and remove items as seems appropriate to the new direction(s) your project takes.
At this point your "Working Bibliography" is likely to be a simple list of sources and resources that you think will be useful In four weeks you will need to submit an "Annotated Bibliography," that is a list of the sources and references that you have decided are directly related to your project, and sources that you will consult and likely use in your final term paper and presentation. "Annotated Bibliographies" are just that, "annotated" -- that is accompanies with notes summaries of how and why they might be useful for your project.
